The challenges for a safer an lasting environment are enormous; and the improvement of environmental conditions are well bevond the realm of reforms in agricultural and trade policies. A safer environment is a global goal, thus it needs from international political commitments as much as from changes in individual attitudes. The early 90's are withnessing what we could call a late awakening of environmental awareness perceived at the international and national levels. As a result, a rapid move towards the internalization of environmental issues in international politics was observed; yet they come at time that makes more cumbersome the process of trade negotiations Bilateral environmental conditions, are becoming an important drawback in the process of seeking bilateral and multilateral trade agreements. The politics of trade policy and the challenges for reform are discussed in section 2. Continuously the document refers to trade and agricultural policies that are only a subset of the many policies that can contribute to a development model that is compatible with a safer and lasting environment. The nature of these issues is reviewed in section 3. Finally, tha main policy reform issues related to trade and agriculture are raised for discussion in section 4.
