Yet, little is being done to better understand the factors that influence the occurrence and severity of droughts. Efforts to mitigate the impact of droughts utilize more than emergency measures or storage of crop reserves. Droughts begin as a shortage of water but they soon affect many other aspects of the physical, biological, social, and economic environment. Analysis of the 1968-1973 Sahel drought has shown that ultimately the greatest damage to the livestock industry and human welfare came from a shortage of food and feed, not water. Drought studies were neglected after UNCOD ended and they are being ignored again now that the CCD has been adopted.
