This paper describes the effect that biotecnology is having on regulatory systems in several countries. In terms of field releases, there have been over 200 small-scale releases in 17 countries, with no untoward effects. The first commercial releases of new, genetically engineered plant varieties are expected within the next 2 years. The national agricultural research systems are establishing biosafety systems, generally based on guidelines similar to those which have been endorsed by the Organization for Economic Cooperation and Development (OECD).
