The march 1986 agricultural decree in perspective: Comunist agriculture: farming in the Soviet Union and Eastern Europe

At the same time, the decree did not pretend to be an overarching solution to the problems of the agricultural sector. The decree did not substantially change the degree of farm independence, although farms were given some additional say about how they spent profits and more latitude in commissioning smaller, lower-cost investment projects. The decree recognized the need to adjust procurement prices to production costs but did not indicate how this was to be done. Procurement targets for 1986-90 would be set at 1981-85 or 1986 levels and kept stable for the entire period; a provision that was decreed several times in the past but never observed. A strong recovery in agriculture in 1986 after a 2-year downturn appeared to reflect at least partial success for Gorbachev. However, the steady flow of criticism of the reorganization and various provisions of the decree throughout 1986 and 1987 indicated that the new measures played very little, if any, role in overall performance. The Gosagroprom reorganization was to take effect on 1 January 1986; reports of great confusion and disruption have been common. Yet, several provisions of the 1986 decree appeared to have potential for stimulating farm production, reducing losses, and improving supplies of perishable foods for consumers.
